Today Ukraine celebrates a double holiday – Constitution Day and Youth Day. While the former, 13 years ago, laid the legal foundations of the state, the latter in the crisis year of 2009 focuses attention on who should develop these foundations. In his address to the youth, President Viktor Yushchenko directly linked the country’s economic future with the activity of the young generation.
Exactly 13 years ago, on the night of June 27-28, 1996, the Verkhovna Rada adopted the Fundamental Law of independent Ukraine. For the business community, this date is not just a day off but a symbolic occasion to assess how much the country’s legal field facilitates doing business. The Constitution enshrined key economic principles: the right to property, freedom of entrepreneurial activity, and a single economic space. Today, in a time of crisis, the importance of these foundations for protecting business and stimulating investment has become more evident than ever.

By a calendar irony, Constitution Day this year coincided with Youth Day, celebrated on the last Sunday of June. This creates a powerful symbolic message: the stable rules of the game established by the Constitution are the foundation upon which the young generation must build the future.

Youth Day in a crisis year is a reminder that it is the energetic, educated, and proactive young people who are the main resource for modernizing the country and emerging from the economic downturn. Their ability to create new businesses and generate innovation will literally become the answer to how viable those very constitutional principles will prove to be in the next decade.
