January 15, 2026. Ukraine’s Ministry for Communities and Territories Development and the EU4Reconstruction project have launched a selection process for Ukrainian communities to receive comprehensive recovery assistance. This initiative, under the “Team Europe” umbrella, aims to make Ukraine’s reconstruction process strategic, transparent, and aligned with European standards.

What Will Communities Receive?
Support under the program goes beyond just funding. The main focus is on providing expert and methodological capital for quality planning. As reported by Ukrinform, program participants will receive assistance in developing key documents:
- Development strategies for 2028–2034;
- Updates to medium-term public investment plans;
- Spatial planning documents;
- Preliminary feasibility studies for projects that will incorporate the principles of the “New European Bauhaus” — a concept combining aesthetics, sustainability, and inclusivity.
Furthermore, the project will facilitate dialogue between communities and international financial institutions, which is key to attracting additional investment. For international partners and investors, this program signals a structured, standards-based approach to rebuilding Ukraine, creating a clearer pipeline for future projects and partnerships.
Who Can Participate?
The selection has clear criteria to ensure resources are concentrated on those most in need and ready to work. According to information from the Ministry, communities that meet the following criteria can apply:
- Have a population of between 10,000 and 150,000 people.
- Have suffered from the war or were temporarily occupied.
- Are able to provide a team of at least 4 specialists to actively participate in document development.
- Are located in areas where no active hostilities are currently taking place.
Context and Scale of the Initiative
EU4Reconstruction is a joint initiative of the European Union and four member states: Denmark, Germany, France, and Lithuania. The program, whose launch was announced earlier, has a total budget of approximately 375 million euros (about $405 million) and runs until 2028. Its main focuses are reforms in public investment, the construction sector, and engaging civil society in recovery monitoring.
This means the program is designed not just to “rebuild walls,” but to establish new, more effective institutional mechanisms for managing recovery at the local level.
